The Kaohsiung Branch of the Chinese Society for Quality (CSQ) was established on Teachers' Day in 1975 (ROC Year 64). At that time, in response to the government's industrial development policies, the branch was founded to assist small and medium-sized enterprises in improving management, enhancing productivity, reducing costs, and promoting the overall development of Taiwan's industry and economy in the southern region.
The establishment of the branch was by no means easy. Despite limited resources and numerous challenges, quality professionals in southern Taiwan demonstrated remarkable dedication and perseverance. Through their collective efforts and practical approach, the branch was successfully founded. The first Branch Chairman, Mr. Yao Li, together with the founding Director and Secretary-General, Mr. Shen-Chen Lin, were generously provided with office space free of charge at No. 100, Wangsheng Street, Cianjin District.
When Chairman Wen-Yuan Chen assumed office during the third term, he recognized that the lack of a permanent office would hinder the branch's long-term development. He therefore actively sought a permanent location with the assistance of Secretary-General Rong-San Chuang. With generous donations from Chairman Chen, the branch purchased an office in the Chenggong Building on Singuang Road at the end of 1981 (ROC Year 70). This facility served both as the branch office and a small training classroom.
As membership continued to grow and educational activities expanded, the original training facilities became insufficient. In 1985 (ROC Year 74), under the leadership of Chairman Ching Chao, the branch acquired its current premises at 4F-1 and 4F-2, No. 460, Zhongxiao 1st Road, Xinxing District, Kaohsiung City. The purchase was made possible through an interest-free loan of NT$2 million from the CSQ Headquarters. Secretary-General Ying-Yi Wang carefully designed the classroom layout while also securing generous donations of office furniture and equipment from various organizations.
Organization and Administration
To ensure effective governance and sustainable development, the Kaohsiung Branch operates in accordance with Taiwan's regulations governing civic organizations. The Branch is managed by a Board of Directors and Supervisors, which convenes every three months under the chairmanship of the Branch Chairman.
Board members serve two-year terms. Members who are willing to contribute to public service may nominate themselves. Candidates are reviewed by the Election Committee before being elected by the representatives of the membership. The Board is responsible for reviewing resolutions, supervising branch affairs, and auditing financial operations.
A Secretary-General, nominated by the Branch Chairman and appointed with the approval of the Board, is responsible for managing the Branch's daily operations and implementing Board decisions.
In 1986 (ROC Year 75), the Education Committee was established in accordance with the Branch Constitution. Led initially by Director Fang-Kuei Su, the committee has played a vital role in cultivating quality professionals, promoting quality education, supporting enterprises in implementing quality management systems, and carrying out resolutions approved by the Board. The committee generally meets once every three months, with additional meetings convened when necessary.
In 1991 (ROC Year 80), recognizing members' growing interest in professional development and quality management technologies, the Branch established the Southern Taiwan Quality Engineer and Quality Technician Association. The association regularly organizes seminars on emerging quality topics and networking activities, while encouraging members preparing for professional certification examinations to participate.
In 1993 (ROC Year 82), responding to changing industrial needs and expanding service requirements, the Branch established the Quality Research Committee and the Quality Promotion Committee, both approved during the General Assembly, to assist government agencies and enterprises in promoting quality-related initiatives.
Major Services and Activities
The Kaohsiung Branch is dedicated to improving Taiwan's quality standards, assisting organizations in enhancing overall quality performance, promoting advanced quality management methodologies, and strengthening collaboration among members.
Guided by the principles of "Quality First" and "Service Above All," the Branch believes that excellence can only be achieved through continuous cooperation and commitment. As Taiwan's industries face increasing globalization and international competition, organizations must continuously strengthen their capabilities, improve product quality, and enhance technical expertise to sustain long-term growth.
In addition to supporting programs organized by the CSQ Headquarters, the Branch offers a wide range of professional education and consulting services delivered by nationally recognized experts with extensive teaching and industry experience. These services include:
- Quality management training programs
- Professional seminars and conferences
- Supplier and factory assessments
- Corporate consulting services
- Quality improvement workshops
- Industrial visits and technical exchanges
- Reliability Engineering training
- Taguchi Methods and Quality Engineering programs
To support international quality standards and government initiatives, the Branch has actively promoted management systems including:
- ISO 9001 Quality Management Systems
- ISO 14001 Environmental Management Systems
- OHSAS 18001 Occupational Health and Safety Management Systems
The Branch has also assisted Taiwanese enterprises in implementing international quality assurance systems to improve competitiveness and facilitate access to global markets.
As Six Sigma methodology gained widespread adoption, the Branch introduced comprehensive Six Sigma Green Belt, Black Belt, and Master Black Belt training programs, along with in-house Six Sigma consulting services for enterprises.
On May 1, 2003, the Branch obtained the Technical Service Capability Registration Certificate issued by the Industrial Development Bureau of the Ministry of Economic Affairs. Registered service areas include:
- Total Quality Management (TQM)
- Statistical Process Control (SPC)
- Six Sigma

The well-known quality principle, "Quality means doing it right the first time," perfectly reflects the Branch's philosophy. For the Kaohsiung Branch, our "customers" are our members, while our "products" are the training programs, instructors, schedules, and professional services we provide.
Accordingly, the Board of Directors, various committees, and administrative staff devote themselves wholeheartedly to designing high-quality educational programs and services that meet members' needs and exceed expectations. We firmly believe in providing only services that satisfy our members and continuously improving every aspect of our operations.

- Software Quality Engineer
- Service Quality Professional Certification
Looking Ahead
Looking back on the Branch's history, the achievements of today were made possible through the dedication and perseverance of generations of Board members, volunteers, and members who worked tirelessly toward a shared vision.
Following the philosophy of continuous improvement and the belief that "Good is never good enough," the Branch continues to enhance both its educational programs and its facilities, providing members with a more comfortable learning environment and higher-quality professional services.
Through the collaborative efforts of successive Branch Chairpersons, Directors, Supervisors, and committee members, the Kaohsiung Branch has continuously pursued innovation and excellence. These efforts have earned widespread recognition from industry members and have consistently received Grade A (Excellent) evaluations from the Kaohsiung City Government for outstanding performance as a civic organization.
